He played through the game on NG+ over 20 times and you get +2 permanent stats from many chests so he boostest his stats over and over again on the same savefile. It doesn't matter what his "build" is, he is totally overpowered.

A way to get a crap Ton of hacky is by doing the sword challenges in musphilhiem and finding the crystals in vanahiem and putting them in the well, and of course playing the game multiple times with ng+, but you can also make a luck build that helps you get more hacksilver

Best way to get hack silver do the middle challenge in musphilhiem ( do the challenge that is fight 6 hard enemies). I'm 90% sure ot is 50k + the difficulty so 100k on easiest and 150k on the second easiest
