I believe NTR doesn't mean cheating but rather refers to making the person being cheated on feel despair from being cheated on. Or to put it another way, all NTR is cheating but not all cheating is NTR.

There's three of them. *_Netori_* where the main character is cheating. *_Netorare_* where the main character gets cheated by his/her partner, usually involving force, and the main character ends up watching or even cryturbating And finally *_Netorase_* which is just Netorare but without force and all parties consenting to it, in english terms the c-word that ends with k.
