You have to complete a challenge to unlock it I'm pretty sure, I can't remember how to do it though it's been quite a few months now. If it was a level requirement I was already max level by then. I'll add you when I'm able to play it again my name on it is NameDoesntSave if it's hard to make out.

my highest killstreak in combat master is 7 you need 14 to nuke i was halfway

That's pretty good, it's tougher to get big streaks in this game with how fast the movement is and the spawn protection. I'll have to check the stats page to see what my best streak is but I'd say around 30 is the best I've gotten for online matches. I got 24 during this match but was worried about the timer and score and that I was gonna die so had to call it in a bit early. You don't keep the nuke if you die before using it in this game.
