Mystery certificates should guarantee a tank, meaning one that you don't own. For anyone with even small amount of premium tanks, the chance to win something that only provides credits as compensation is too much a risk.

I just pulled this tank out of a reward crate. First time out got over 2300 damage and a 1st class mastery. It's powerful when played correctly.

Hey all! Just so everyone knows, you can determine *exactly* how much gold it costs to buy out the entire draw whenever you see one. By clicking the info icon right next to the title of the draw, up near the top left, it will show you how many draws there are in total, and how much each individual roll will cost in the order they will be offered to you. You can whip out a calculator and add it all up beforehand so you aren't shocked and can make an educated decision on whether you are willing to pay that much for the primary reward. The primary reward will almost always require you to purchase every single roll.
