Towards the end of ur video when the object us going over the building there looks like there is another object that flys by really fast, to me they almost appear to be the same size except that one us going way to fast to be a balloon or anything else, thats weird but cool, u might really have seen one. :)

is anyone else having trouble getting the video to load?

It was moving much too quickly to be a balloon. In order for a balloon to move that quickly, there would have to be pretty strong winds. If you look at the clouds, you'll see they show no evidence of any wind. Especially not winds strong enough to make a small balloon travel that quickly and in such a straight line.

Lizards can release their tails willingly. It is a survival method it brings attention off of them if prey is chasing them. There might be more reasons for this, but idk lolol.

Actually thats very common. I used to have a monitor lizards and I occassionally fed him house lizards and the same thing also happened.

ZOMG That JUST happened to us! There was a lizard in our office so we caught it in a box and took it to the patio to give to the cat and it's popped it's tail off in the box and when we dumped it the tail moved for like 3 minutes. It was terrifying.
