You can wash disc brakes with soapy water if you thoroughly rinse the rotor and calipers like is shown in the park tool washing video on youtube. Don't spray anything on them like polish and oil.

If you havent figure it out yet, just twist both side clock wise all the way if you want it to lock out. Or just clockwise each until you hear a click for each and keep doing it until your desired adjustment
