I remember watching this a long time ago and I remember being so mesmerized at this and still am!

Something you can do instead of cotton, is a foam latex. After you get a SOLID base layer that is WELL set, take latex in a bowl, add flour and stir well. You will now have bulky/foamy latex. It will be GREAT for bulking areas like this up. I guarantee it!
