No one is wearing masks. Why did they start wearing masks? When I went to Tokyo for the first time in 2012, masks were already appearing.

Japan actually has a long history of using masks. People wear them if they have a cold, a cough, a fever, or the pollen count is high. So when the pandemic came along, uptake was nearly universal. The current government policy is that it's up to individuals to wear them or not and I think there's a recommendation for them in crowded places.
