before the beginning of each new season you can complete and hoard a bunch of bounties. when the new season starts and you get the artifact you can claim the rewards of the bounties to get a ton of xp at the start of the season

It’s the ammo return portion of the perk working, not the increased damage. The perk description can kinda be seen as 2 separate functions

It’s definitely not ideal but it’s better than most for sustained damage. Of your target is a vehicle like a tank then it’ll shred it since deconstruct gives 40% damage against vehicles
