So I have 3 dampers. One has the handle which goes horizontal and vertical, but the other 2 dampers the handles move forward and backwards, is forward closed and backwards opened?

I have a single story home with high ceilings and vents in the ceiling. I don't see any levers in my hvac closet nor do I see any visible levers on my vent ductwork in the attic . Where else could they be. My twin 6 yr olds room is not getting enough cool air. Please assist. I'm usually pretty handy. Fixed many appliances using youtube but I'm at a loss on this one. My damper lever doesn't look like that. It has weights on it. It goes horizontal or vertical (I have to use a box to keep it vertical) I'm not getting air in the basement so I'm just going switch it from the horizontal to vertical and see what happens because these videos aren't helping.

Bad video with limited info. Folks, here how it should be described: Each air duct coming out of the air-handler box (from which forced air is distributed to ALL air ducts and to the registers/vents that lead to rooms in your home) has its own damper adjuster. It is a collar-type lever protruding at the joint (of the air duct to the air-handler) that you can slide around the duct's perimeter in order to adjust the air flow. The trick is finding which way/direction to slide the lever. And that is the reason I visited this video! What this video shows is an archaic system that allows distribution at the air-handler(big box) level, and not at each air duct level.

Hep me, somebody hep me adjust this one room. I see the damper on each duct. Should I turn my damper back for downstairs in the summer so that it's not so cold downstairs? I've got a spilt ranch
