It's neither. It's an Australian Holden VF Commodore which was exported to the US through a joint program between Holden and Chevy. The Holden Commodore is an Australian icon (even though the drivetrain and engine in the newer models are sourced from GM), from 1995-2010, it was Australia's best selling car. The car was made, developed and designed in Australia, the chassis is also Australian. The drivetrain and engine are sourced from GM because Holden, despite being an Australian brand, was previously in the GM family, meaning easy access to engines and transmissions. Plus, building an entirely separate engine for a car built in a country with a relatively small population isn't exactly a cost effective thing to do. And besides Holden never had the budget of a sister GM brand like Chevy. That's why Holden sourced the drivetrain (6L80E/6L90E or TR6060) and the LS engines from GM in the US.
