Hi Veronoca. It is assumed the waistband will be drafted using the basic pants block like in this video "Drafting a perfect waistband - kzbin.info/www/bejne/gX_PnJVtl61mntE". Otherwise if you want to put a straight waistband you then have to cut out the 1.5" or 2" to accommodate the waistband.
