Is this a good starter tune for learning Piobaireachd?

Thank you very much, do you always tune to E flat major? When I received my harp, it was tuned, but when I tuned it again, I tuned all the strings to the natural of the note, and it's obviously in a different key to how it was originally tuned. I'm new to the harp, so is E flat major the 'normal' way to tune up? Or does it depend entirely on what you are going to play, please? Thank you
