? Chaser is unlockable for Arena Mode. In Chaser's adventure mode, level him up until you have his secret attack to unlock him for the other modes.

Have you played the arena mode? Most of the cards are unlocked by playing this mode many times on Easy, but some require placing in higher ranks, but not the highest rank (1), so beat Arena on higher difficulties.
