What if they ran one of the steam exhaust tubes up the building and have it accumulated like a distillery at the top. The steam would cool down as it goes up the pipe and would accumulate in the tank at the top. Sure you couldn't get all the watter up this way but since NYC vents steam everywhere it would be a good way to save on power. Since the steam is so hot it would be sterilized. Once it mixed with the city water the chlorine would keep it sterile. You could also add a generator to the line
