1st you need to register in FBR. Ask any tax lawyer to tell him the situation of money. Then collect govt documents gratuity amount mentioned then do attestation process

HEC sy jo b documents attest krwana uss sy previous sary documents chahye hoty hai. Tu ap k pass previous degree nhi h tu attest nhi ho gi q k HEC ki website pai clear likha h transcript aur degree both original required.
