I can understand you confusion with the rules of the road. As you've stated here the HTA says the following: Slow vehicles to travel on right side 147 (1) Any vehicle travelling upon a roadway at less than the normal speed of traffic at that time and place shall, where practicable, be driven in the right-hand lane then available for traffic or as close as practicable to the right hand curb or edge of the roadway. R.S.O. 1990, c. H.8, s. 147 (1). Please re-read this section and understand that the condition is for slower moving traffic to EITHER be in the right hand lane (as the cyclists are doing in this case) OR they must be as close to the curb as practicable. The first condition is met so therefore there is no wrongdoing. Only misguided frustration... But hey if you want to use that passion to advocate for dedicated cycling infrastructure - you go for it! I would also note that the language is as far right "as practicable" not "as possible" as you've incorrectly stated. This language takes into consideration factors that may be apparent to the cyclist but not vehicles passing (i.e. potholes or debris) I hope this clarifies your confusion and leads you to happier days. Driving 70 in 80 is not impeding traffic. Just because everyone wants to drive 100 in a 80 does not make other hae to get out of the way. 80 km h is max speed permitted under ideal road n weather conditions. Slow moving signs do not have to be installed for travelling 10 kms under. Min speed on 400 series highway is 80 km hr.
