I used to be a housekeeper at a hotel for around a year. The greatest thing I learned while on the job was this. Makes the trash can look very clean, and gives it a professional, as well as sanitary look. Also the liner doesn’t cave in when you throw trash into the can.

Im not sure if my work place has this exact model as I didn't install it. All I know is I can't get it open. Is there a special key to open it? Or can a person us a straight blade screw driver?
