The London Fire Service, along with others, would pay for the volunteers to pump the water, in either pennies, or pints. Most people chose pints, but if the pints stopped flowing, so did the water.

Is there a way for civilians to volunteer to be victims in this kind of training?

As a career Firefighter/Engineer right up the road from Charlotte and a steam operator with the Southeast Antique Machinery Society Inc, where I run several antique portable and traction engines. would love the opportunity to simply see the thing run in person,however it would be a dream come true if I could fire the boiler one day.
