Trump historically has been anti-immigration. This is a deviation from his usual rhetoric on the matter. He also has a history of changing stances on political issues in words, despite what his actual stance shown via actions are, to gain the favor of voters. He has most likely said this to boost his results in polls as election is coming soon in November. He is also under fire from the conservative party for these words, I believe. It is most likely just a ploy to win some voters over. If one believes these words then one does not know the former president well or is incredibly naive. Also, top immigration experts have taken to social media to inform that a President does not have the power to issue all those green cards, that power lies with the U.S Congress. Only they can pass legislation to put something like this into effect. If a President could do it just like that, Obama and/or Biden would have implemented it by now... Bottom line is, don't be fooled. Something like this is extremely unlikely to take effect.

Think if these guys are very very smart then US would give them green card long back and these guys wouldn't stay years on H1B visa. Canada is dumb country and gave them open work permit. Once these guys get their citizenship then they will go to US with Canadian passport and work there means dumb Canada gave them safety net.
