That planet has clearly fallen. The Codex Astartes says that the best choice after witnessing this is exterminatus. Send in the Imperial Navy, and have them launch a few cyclonic torpedoes. Edit: By this I mean that destruction from orbit is the best choice. Using a ground-based planet-killer, while effective, also puts troops at extreme risk.

New story arc idea: Create a Jedi like faction who all who join them MUST have psycasts, you also must kidnapp any and all children who are psychically sensitive. You are hostile to all current factions from the start due to the emperor staining your reputation. You must remain hidden as if you are found, likely the emperor will order your utter destruction. Love the story so far :)
