In 2007-2008, Toto started making 1.28gpf toilets, but the 2nd gen like this one with the 1.6 gallon logo started making those in 2003-2004.

I've seen these made as far back as 2003 as well (like the one seen in this video). They made another version back in the 90's-early 2000's with a triangular shaped trapway opening.

Niagara stealth’s toilets for me is below average because 0.8 gallons would not be enough, which means for the flush system like this is what I prefer the Glacier Bay Powerflush which uses 1.28 gallons.
