No. Your IP is given to you by your internet provider. What you will need to do is go onto your router and assign the PI a static IP address. You will then be able to give this to your friends and then they can connect :)

Easier to debug, my data is local rather than in the cloud and if the Internet ever went down then I can still access the database.

Hey, yes they can if you setup port forwarding on your router. You may want to set a static IP for your PI also as this will make it easier. Hope this helps?
