No this guy is scripting. Example? Look at 1:10 the Player tries to move into / through the skillshot which is about to land, the script is trying to move away / stay in position thats why Morgana is shaking around like that, just look closely, that ain't got nothing to do with skill

j4's ult works like jayce's q. if you dodge b4 impact the dps doesn't apply, but for some reason j4's ult applied this time

Thinh Nguyen Jayce's Q is a skillshot, you can dodge it. Jarvan's ult damage is targeted so you should always take damage if you flash away or somehow get away from it. you can only not take damage from it if you use zhonya's hourglass or become untargetable in some other way. There is no bug here, just bad timing from sneaky's flash. There is now an actual bug with Jarvan which is about his ult not doing damage at all, though. Hope i helped.
