UPI: Handle by RBI, Banks, Business houses, people and blackmarters. But still you have to print paper currency. Digital Rupee: Handle by RBI, Business houses and people. No need of paper currency. It will be very difficult to keep track of each and every transactions of people. But they will only trace of transaction whenever some criminals activities happened.
