And to be fair as security officer its not his role to take everything into consideration, it was to look after security and raise concerns in regards to it, so that his commanding officers could weigh those concerns and others and decide appropriately.

here it becomes clear that Worf is the minor character as a foil to the main action of 'pacifism' in star trek. Just as Data is a foil to other characters using logic.

Worf's job is to be worried as security. So he has to assume the worst and basically always be in a mindset of FEAR. His superiors recognize his voice, because they have the same fears but take advantage of being able to have the bigger perspective than him and comparing their worst fears (which they can rely on Worf giving them) and see the contrast and thus weigh their worse fear with the big picture to make the proper call. More times than not they don't opt for the path concerned with Fear but they're grateful they can hear it and know they can count on Worf to cover that load. It's a crew, they all count on each other, Troy covers the human aspect to be considered, Geordi covers the mechanical aspects to be covered, Data covers the more scientific aspects or facts, etc etc. These are the voyages of the starship....ENTERPRISE.

The only one that got denied more than worf was Lt Smith. He was the guy that kept recommending they separate the saucer when going into danger. LaForge was the only one that listened to him.
