That's Felicia from darkstalkers it's a video game that came out in 1994 and it was the very first video game in history to run on capcom's cp2 motherboard but the only reason most people even know she exists is thanks to marvel vs Capcom 2 and there was a darkstalkers cartoon but the animation was really ugly but Japan responded to that quick and made an anime which the animation was really good so if you want to learn more about that beautiful blue haired cat girl you know where to go to now cuz I just gave you the information
