Why did Elie surrender the first Game? He had lots of outs still and Guillaume could only quest to 18 or am i missing something?

Guillaume had shift Sisu in hand and Elie knew this from playing Ursula - Deceiver a few turns prior. Drawing Pawpsicle and shifting Sisu push him just barely to 20 to win so the moment Elie saw the Pawpsicle he knew he lost.
