You can actually use the white boat to tow the raft ( using the planks to connect them together ) that has the "tool" on it over towards the "tool" near the escape boat. As far as the "tool" that's on the overlook inside the small building goes. You can break the walls, floor and ceiling everywhere except around the "tools" location to make the building lighter. Then you can carefully carry that building down the hill on the left side and take it up near the other 2 "tools" by the escape boat. That puts all 3 "tools" on that side of the marina right next to each other and the escape boat..
