The only flaw this game has is the police AI focusing the player heavily instead of going for other racers. This doesn't happen in the las vegas boulevard mission though, everyone gets chased in there and you feel like it's all chaos arround you

Also the DeLeon brothers race. The biggest flaw IMO is the game is too short, races take like 2 minutes too. I get that it must've been hard to make 10 distinct environments for every stage, but still..
