Here’s what I know, this is an FRA (Federal Railroad Administration) I think it’s a Track Inspection Car, and yes, it is Ex: PRR, PC, Amtrak Metroliner car (inspiration for the Amfleet) and it travels on random parts of Railroads big and small, anyway, I don’t work for FRA, this is just what I think the answers is
