I'm gonna say 4-6 months, depending on the urgency to file for eviction. Every city has a soup kitchen and christian charities, so it's possible to eat enough to survive.

An eviction in NYC takes 6 months and you don’t have to pay water, it’s on the landlord AND it’s illegal for the landlord to shut off water. If he shuts off water you now have cause in court to not pay and will get an extension. If you just figure out a way to eat you can survive 6 months minimum. No electricity but still surviving.
