2021 is good, but the cinematography in 1999 is better. As other commenters have alluded to, the suddenness with which Roux blasts the fool makes Shanks seem far more menacing, along with shading Shanks' eyes with the hat. Even though it's just for a second the fact that you catch a glimpse of Roux's gun in the 2021 version just before he shoots is less impactful after seeing the 1999 version.
