Make sure the forward and reverse lever is in neutral. That beeping is normal right before you turn it on.

Step 1) does it crank? If it doesn’t, check power first to the starter. See if it’s getting 12v from the key switch to the starter solenoid. Or you can use a power probe and inject 12v to the starter solenoid and see if it cranks

Just do the test he told you to do you don't need it to crank to see if the starter is getting the signal. Also for 300 bucks I would check to see if you can turn the engine by hand.

Usually I just replace head gasket and rebuild carb to start with, piston will be covered in carbon

They’re amazing that tractor I turned into a race mower I used the motor for parts and the deck looked like Swiss cheese i put a big V twin it and swapped the rear transmission gear
