The tool is just called a needle felting tool - you could also try searching multi needle felting tool. I got mine from either eBay or Amazon.

If you (carefully) take off the cap of the safety pin, you could slide the bar through a row of beads if you use big enough ones and attach the cap back on with glue! Maybe one safety pin on the top and bottom so it isn’t all floppy :)

Thank you for your comment. You can do this with plaid - felt the main colour first then go over with the secondary colour; for precision, I would recommend using a single needle rather than the multi-needle tool.
