It was absolutely legal. In 2010 there were no additional clarifications regarding the final lap. Once they passed the safety car line, Michael was allowed to overtake. There was a reason the FIA clarified the rules after this race! But of course Hill was on the stewards' panel, so Michael got a penalty.

This is the Lewis I loved, and I was his biggest fan, he changed after Shirtslinger , he became a man with an agenda, which is terrible, because I never looked at Lewis as anything more than Lewis before that, now he seems bitter and he lost his touch with reality over the years, shame, he was a lovable humble young lad at one time, contaminated with an attitude he never had to carry.

This affected his form far more than the accident. He was only 30 points behind in the championship with more bad luck.
