You should visit your RTO office once and ask them what exactly pending is .

Brother I was uploaded on both sides of form 35, it may have been removed at the time of video editing.. so don't worry. If you have downloaded Form 35 yourself then please go to the financier and verify it and send it to the RTO with NOC. If your financier has already sent you Form 35 and NOC then you need to submit those complete documents. Just keep in mind that only 1 copy of NOC needs to be sent to the RTO and 2nd NOC is that for you.

It depends on your RTO. When you get the payment slip, it will clearly mention which documents you need to send to the RTO.

Dear Divya I would advice you to feel free your mind to submit any documents to rto... it takes 7-15 days minimum update and now a days vahan site getting some issues. so please wait for some time If they will need any document they will update on the portal. Keep patient.

Change the address as per delhi in adhar card otherwise you have to submit the NOC letter first for the state change.
