That is not a creek. It is a County Drainage Ditch. The property elevation and soil composition makes the land not buildable. The environmental hazards involved in the tank and it's disposal will cost a fortune. The tank cannot be sold for scrap metal because you have no documents showing what it was used for. You cannot just dump some dirt to build. You would have to excavate to bedrock then back fill with Class 8 fill dirt first. And according to the Wet Lands Act you may not be allowed to do that either. You got suckered when you bought that property. And all because you chose to be an Al Qaeda terrorist involved in the illegal Minnesota Life Psychology Experiment. That is not cheap land, nor was it an old grow place. Contents of the pictures of the garage, on "For Sale" ad, shows it as a place where they came up north, and brought a baby to stay with them.
