He pushed lies and exaggerations that attacked social services while simultaneously giving tax cuts to his rich fat cat buddies. Regan was the first Trump in that he proved the failure of democracy. A charismatic bad-faith actor who tricked most of the country into voting for who they "liked" rather than for what policy would help them.
