I would say it is economical as many of our governments must have these resets to default on debts without a legitimate change of the guard, more of a fire sale for the elite. Often race is used as a way to separate people and get them in line for a reset plan. Could be religion too. The desired outcome is always death of large amounts without uprising. When people die and can no longer make a claim on land or existing structures or resources... Free stuff is free stuff. But also a rewriting of history.
