If you still have this device, can you measure the current that it draws while in standby mode, not connected through the app but just recording the ongoing voltage readings? You'll need a DMM with an ammeter connection, in series with one of the power leads to the device. I've measured it on my DMM and it's in line with the 1.5mA in average listed in the specs. Sub mA draw with periodic spikes when the blue led pulses and transmits data. When connected through Bluetooth there's an additional 1mA draw.

I've had two of these AirTies 4920. Both were terrible. The first one died after a month. The second one would connect green and then lose the connection within minutes and flash red. I DO NOT recommend buying the 4920 or any other AirTies product.
