This has been gaining traction ever since it was used in Spiderman: Into the Spiderverse. Movies like The Mitchells vs. the Machines, Turning Red, The Bad Guys and most recently, Puss in Boots: The Last Wish also found use of 2DFX. I even saw this new transformers show called EarthSpark that also using 2D animation for special effects.

Don't forget the CGI He-Man series it also used 2d effects for stuff like lightning, fire or dust

It's actually been a thing for ages. Since the Get Jinxed (2015) animated music video produced by the same studio that produced Arcane (Fortiche Production) as well as Paperman (2012) by Disney using methods of 2D and 3D integration.
