I practice medicine in Australia and parents here hold a different view of their child's health than parents in Pakistan. Females can absolutely perform circumcisions/khatna. In our experience, boys feel more comfortable around females nurses, staff and surgeons, especially so, when the boy is hesitant and unwilling to get the procedure performed. Of course, the surgery will be carried out with general anesthesia in majority of cases (which we highly recommend therefore the gender of the practitioner is irrelevant at that point anyhow). My son was circumcised at age fourteen by female staff, nurses and surgeon(me). Age is not a determining factor nor is gender.
