I think Azir is the hardest purely because he is in a bugged state his whole life. Play him 10 games and you will see what I mean. He just feels weird to play but he is fun if you get decent.

Just a heads up! The Command & Conquerors comp has updated on the site to give Draven a Deathblade instead of Infinity Edge. This is because Draven's Ability works in a way that makes it crit already, so IE's Spell Crit is wasted on him. Giant Slayer is another good item to fill that slot
