I would soak the tip for an hour in naphtha, which is kind of like lighter fluid. very flammable. so do it outside. naphtha is a perfect solvent for old dried ink, which is probably the issue. I presume that the existing refill leaked long ago but now it is all dried up and formed a glue more or less and needs to be loosened up. As far as your pliers idea, yes, that maybe be necessary but I would first wrap the pen with something so you don't scratch it and you cannot use too much force when you squeeze it or you will bend the pen barrel. But as you can see in the video, it is set very, very tight even it if didn't leak. Since your existing refill is not working, I would also consider using the pliers on the TIP of the refill and just try to loosen it up back and forth.

You can use naphtha to un-gunk stuck and dried ink. but the Chromatic USA double-twist pen does not have a pencil aspect, so you may be referencing a completely different item?

@@HowardRichman My aplogies, there must have been a misunderstanding. The box set came with two different writing utensils, one being the pen featured in this video, and one that looks incredibly similar, but works like a mechanical pencil. The pencil has a tip that can be twisted off, it holds the inner mechanisms in place. Much like the pen, the top can be pulled off. They both have a logo that reads "Big Four" printed in black on them, along with "Pat USA Chromatic®" engraved vertically on the clip at the top.

@@-XCCR- I don't sell the pencil lead. What I would do it use a micrometer and measure the diameter of the pencil lead, in case you still have some of the original lead. Then it would be easy to search for that diameter lead.
