No, it'll just delete all the comments in the document. If you want to accept all changes made to your documents, you'll need to go to track changes --> accept all changes to document.

in this case you'll need to break them into seperate sections and remove the "link to previous" setting in the section you don't want header and footer to appear.

Not possible, since highlight is not technically regarded as a type of formatting in Word. Lots of people have been asking me the same question. Bad design I guess.
