This occurred 7 years ago. PFC Jacob Stanley had just finished bootcamp, he hadn't completed any MOC specific training yet. The dress of the day was standard cap and gown. So while some students didn't wear formal wear, they all still wore a cap and gown to receive their diploma. Most high schools (including this one) use chords or stoles to over gowns for academic achievement and military service. It is likely that this wouldn't have been an issue if he had simply complied to uniformity (something a Marine should be familiar with) for the sake of the graduation ceremony and then removed the cap and gown after the ceremony to present his dress blues. This video adds none of this context.
