Even though she measured a 31 you still do the math 35-31 =4 inches for a d cup, 32 could still be the band or 30 but you'll wanna go up a cup size in the 30. Redhead is a 32c and dark haired girl is a 32 d. But if you take the measurements from a bra that fits calculator it could change. You didnt do the standard measuring right.
