There's a place just south of the west bank in varrock called the "Apothecary" where you can trade Limpwurt roots, Red Spider eggs and a small amount of coins for Strength Potions. You can get Limpwurt roots from farming or by killing NPCs such as Hobgoblins (which I kill south of falador), and Red Spider Eggs you can get from Varrock Sewers. Or you can make Strength Potions using the herblore skill. If you have any questions feel free to ask & I'll get back to ya ASAP.
