We had to do this at welding school to get certified, it was called a key hole,,it was cut in four pieces & a bend test was made, 2 up & 2 down if there were no cracks we passed

Those slag inclusions are weak spots. Why would you ever need to this type of repair? Sister another piece over it or just use a good piece.
